Higher-DPI settings caused issues with ACR on Windows 10.
A workaround (for users) is to use Disable display scaling on high DPI settings in Compatability options.
Possible fixes:
Chane Project Properties > Configuration Properties > Manifest Tool > Input and Output > DPI Awareness from None to High DPI Aware.
