Set up Bit to share components #18

We have several components that I would like to share between this project and the budget-tracker. Bit has been built to share components more easily, and I would like to take advantage of that.

Acceptance Criteria 1- Bit is set up and at least one common component is posted into a scope that can be used in both this project and in web.budget-tracker.

We will not be using Bit. It will add unnecessary overhead and has started charging for creating and storing components.
