Release of ACSL 1.12 #48

There has been no release of the 1.12 version of the manual. Also, it would be very helpful to add the .pdf as release artifacts, especially since it is not obvious that those are hosted on Frama-C's website.

Version 1.12 has been available on Frama-C's website since its release. Current released version is 1.13, and while also available on Frama-C's side, it is now also hosted on this wiki. README has been updated accordingly.

Sorry for being imprecise, I meant a Github release (https://github.com/acsl-language/acsl/releases). Or if we do not plan to generate new ones, it would perhaps be better to remove the existing one; I just noticed that there were more than one missing.

My bad, I totally forgot about this mechanism 😕, probably more natural than wiki pages, with the additional advantage to automatically tag the release in git. A new release has just been created, 1.13+Chlorine. I'll probably remove the wiki before someone link to it.
