Add failure slack notifications for NYTParquetUpdater flow #411

Ping #dev-alerts slack channel whenever the NYTParquetUpdater flow fails. See docs: https://docs.prefect.io/core/advanced_tutorials/slack-notifications.html

Edit: I spun up a local instance and this seems to be working, going to merge into smcclure17/nyt-schedule
