Remove Direct Covid-Data-Tracker Scraper #444

It's the final scraper that directly calls covid.cdc.gov instead of data.cdc.gov.

The tests are failing due to a known issue with the GH runner and an OOM error on a different scraper. Since we are only deleting an old scraper I'm going to ship this change even though the PR test is failing.
