summary: My eyes are drawn to the giant red 'no action' red curve for the graphs, EVEN WHEN a state/county has an intervention

expected result: Eyes drawn to where the hospitalization line meets the intervention curve

actual result: Eyes drawn to the big scary red curve

it does add opacity when hovering (over another curve)
