Allow metric data computed from the HHS hospital dataset to surface when there is no direct CDC community-level data.
Previously, we restricted computed values to only be used for dates before the CDC community levels existed. The CDC community-level dataset has been deprecated, so we need to use computed data for the new datapoints.
Note that computed values are prone to undercounting due to facilities suppressing reported values of less than 5 (which is why we originally use direct CDC metrics where possible)
