This is a small improvement in functionality when initially picking an area. When we add MCAs or other divisions, this will let users slice things how they like.

Thoughts on showing the hovered name underlined in the sidebar? Would regular tooltips on the map be easier, to not jump attention around?
And this change reveals that our LAD data in this repo is incomplete, see #264
