No behavioral change. Groups the layer files into 3 categories, and refactors OSM and OGL license boilerplate. The 3 categories are not exactly precise -- "points" contains hospital/school polygons, but logically, they're individual places/things, as opposed to "lines" (or... networks?) or "areas"
