Update boundaries #408

I've got new LTA (new name for transport authorities) boundaries. More soon, no action needed right now.

Heads-up @Pete-Y-CS the only difference in terms of the names between old and new is that West Midlands ITA becomes more sensibly and accurately West Midlands Combined Authority, as discussed with @becfleming-ate. This is now implemented in this PR: https://github.com/acteng/boundaries/issues/6

It seems that the new https://en.wikipedia.org/wiki/Westmorland_and_Furness_Council LAD is already in the latest version of ATIP which is great, so only user facing change I see is the name change above.
