Rename orgs

Currently we have

• github.com/acteng
• github.com/Active-Travel-England

Having just moved atip to the new org, I'm annoyed at the long and clunky name of the latter org.

Current plan:

• [x] Rename acteng to actenglabs, following the IMO good example of rOpenSci: https://github.com/ropenscilabs
• [x] Rename Active-Travel-England to acteng, a name I really rate

Thoughts @dabreegster, @markhobson, @Sparrow0hawk?

Another advantage of having 2 orgs: it will allow us to keep the official account primarily for users who have .gov.uk accounts.
