Add scheme classifications from ATF4 guidance

There is a taxonomy of schemes here that we should bring into the schema. Users should be able to select

• [x] New segregated cycling facility (can do via Route option)
  • [ ] I don't think we include length in the schema yet, but we do as derived value in ATIP, although I suggest km rather than "Miles of cycle route".
  • The most problematic issue with this category is that it unhelpfully puts the emphasis on the type of route (segregated) rather than what it achieves.
• [ ] New junction treatment (not in option3 as far as I know)
  • [ ] Separation in time and space for all active travel movements
  • [ ] Protection of key movements for walking and cycling across a junction.
  • [ ] Minor advantages to enable defensive positioning.
  • An issue with these is that they are rather subjective, I think these are more for evaluation than for data input?

And Manual for Streets, which is focussed on street assets.

We may need to include some revenue schemes also. There is an existing taxonomy for this.

As far as I can see there is now way to select "New segregated cycling facility" or any of the options in there as intervention types, as far as I can tell from the link above.

I see the ask as more ensuring that these intervention types can be selected from the areas/routes/crossings/furniture/other categories...
