As an LA I don't want to complete a scheme when changing milestone dates so that I don't inadvertently trigger a separate process.

Currently, when changing milestone dates a construction completed actual date can be set. This moves the scheme's current milestone to construction completed, and is thus filtered from the service (via #93). Setting a construction completed actual date should instead be done as part of the completion survey (#35).

Acceptance criteria

  1. When changing milestone dates, only the expected date can be specified for the construction completed milestone
