Incorporate revenue schemes #159

The service currently only supports updating capital schemes, but ATE also require updates on revenue schemes. We should consider how to incorporate these into the service.

You may cover this in the presentation but will this also be used to cover revenue schemes delivered through the Capability and Ambition Fund?
