As an LA I want to see missing details more clearly.

We currently show "N/A" for missing data. We should leave missing fields blank instead to declutter the page.

Acceptance criteria

  1. Missing funding programme in schemes list is blank instead of "N/A"
  2. Missing scheme type, funding programme or current milestone in scheme overview details is blank instead of "N/A"
  3. Missing funding allocation, change control adjustment or spend to date in scheme funding details is blank instead of "N/A"
  4. Missing planned date or actual date in scheme milestones details is blank instead of "N/A"
  5. Missing planned output in scheme outputs details is blank instead of "N/A"
