Spend to date should only be able to increase and authorities enter a higher figure. If authorities can increase/decrease their spend to date this could impact the reliability of our figures when we do reporting. It would also be good to add a box of previous spend to date so authorities can see what they previously reported. Eg funding allocation, previous recorded spend to date (frozen box), current spend to date (editable), remaining allocation.
