As an LA I want to specify changes in spend to date for ATF funds

Acceptance criteria

Clarify the language used in change spend to date page to:

Make it clear that spend to date corresponds to spend of ATF funds rather than spend to date on a scheme with combined funding sources

Yes update the text in the spend to date page to specify ATF funds only. In future, we are seeking the possibility to include match funding information in the service.
