As an LA I want to know when changing a forecast date would require change control.

Acceptance criteria

  1. If a forecast date is changed to be 6 months later than the baseline date the user is prompted to confirm the change
  2. The confirmation page will instruct the user to raise this change as a change control
  3. The forecast date is still updated after confirmation
  4. The user can also return back to the form

It would be good to have a baseline date for each milestone, the baseline is the one that was agreed at bid stage or via an approved change control. Then the authority can amend their planned or actual dates by up to 6 months in future. A restriction needs to be added so they cant extend their scheme beyond the change control process thresholds. This would include accumulative delays. A text box to appear would be good to prompt users when they try to enter a date past the threshold that a change control needs to be submitted.
