Updated the project to target .NET Standard 1.3 #2

It looks like the ArangoDB Client library was updated to support .NET Core as of 0.7.50. I've updated this library to support .NET Standard 1.3 which allows .NET Core as well as at least .NET 4.6.

Resolves issue #1
