Changes for notes objects #69

DB structure :

[x] add 2 tables to link recipients to the note (recipient for information, recipient for action)

Plpgsql functions :

[x] notes/note_add : remove creation_date from params, and retrieve it directly in the function
[x] notes/note_set_recipients_info : create this function to link a note with the recipients for information
[x] notes/note_set_recipients_action : same as above for recipients for action

PHP Unit test :

[x] add the corresponding test functions for the new procedures
[x] update all previous tests concerning notes to match the new parameters

Arrangements files :

[x] update all arrangements files which fill the database with notes to match the addition of functions
