Move docker build to separate deployment repo #301

Currently, when updates in repos are made which are used for the actinia docker build, actinia-core needs to be released for the build to be versioned individually. Affected repose are e.g.

actinia-module-plugin
actinia-stac-plugin
https://github.com/mundialis/openeo-addons
underlaying GRASS GIS functionality This is not ideal and could be solved eg by moving the docker builds to a separate repository.
