MSVC 2019 compiler check for UUID, adjusted x64 base address, add silence code #25

Added safeguards when compiling RPC for Windows. Requires Microsoft Visual Compiler 2019 or greater. These checks are in place so the MinGW compiler can ignore RPC code.
