any chance we could get this reviewed and pushed @mumoshu / @rentziass ? I think we are roughly 2 weeks behind in the runner versions now - so the original images are going to be deemed 'unfit' by GitHub soon to run under ARC installations

FYI for anyone watching - if you pull down this repo, make the changes in the proper Makefile and VERSION file under the runner directory, navigate there and run make docker-build-dind, it will build your DIND image. You just have to re-tag it appropriately and push it to your own repository. I did this as a work around until the main image is caught up to avoid deprecation of my current versions runners.
