input refactor and readme updates #13

Started as some README updates, but evolved into some input refactoring as well:

path input renamed to scan-path
format input renamed to sbom-format
Valid values for sbom-format constrained to just "spdx" and "cyclonedx"
generate-sbom-statement sub-action renamed to generate-sbom-predicate
A bunch of unused inputs removed from generate-sbom-predicate
Pin the anchore/sbom-action to a specific SHA
Rendered README
