[macOS] Rm Python 3.9/3.10 from macOS-13-arm64 and macOS-14-arm64 due to dependencies mismatch #10951

Description

We use python-versions as a source for Python binaries. Due to the repo policy packages relate on gettext amd64 component. Example: https://github.com/actions/setup-python/issues/906 Here I removing those packages from the upcoming image.
