Failed to download action - Error: Response status code does not indicate success: 401 (Unauthorized) #3310

Describe the bug We have been having problems the last 24 hours with downloading an action. It intermittently fails with a 401:

Prepare all required actions
Getting action download info

To Reproduce Steps to reproduce the behavior: This is intermittent so a bit hard to reproduce reliably. This has been failing on our public repro which you can see here (logs posted above): https://github.com/getsentry/sentry/actions/runs/9289226093/job/25562606115#step:7:4

Expected behavior The action should be able to be downloaded as it is public.
