Laravel GitHub CI starter workflow is outdated

The Laravel starter is outdated.

• Updating PHP version (the version 8.0 is not compatible with Laravel 11 and 10)
• Updating setup-php actions
• Updating checkout actions
• Using migration command to finalizing the sqlite configuration
