It looks like this part is still the v2 one. Update it to match v3.

v4 is out today and the README as overgone a major overhaul with information about v4: https://github.blog/changelog/2023-12-14-github-actions-artifacts-v4-is-now-generally-available/

Well, On one hand, that is fine for v4, note that it refers to still using v3, on the other hand, https://github.com/actions/upload-artifact/tree/v3 still has v2 documentation. Then, 'completed' looks as an unexpected resolution to me...
