Forbid dragging Howl files in build directory #188

This can happen in error, notably because, after searching for a Howl file, it is relatively easy to accidentally expand the ~build dir.

Also prevent writing to a ~build/.../~build directory, which is a symptom of the above happening, but would also be caused by externally creating a howl file in ~build
