Update/Add Manual #39

Add a Manual to IPFix-Rita that writes out the stages for installing IPFix-Rita, and includes a disclaimer about this being a beta and how to contact us if there are any issues

Added https://github.com/activecm/ipfix-rita/blob/master/docs/Router%20Support.md to the repo. That way we can just link there when we need to.

Likely to automate this soon.
