North Carolina default state for Authorize.NET? #3158

Doesn't that mean if no state is given it'll default to North Carolina? Why?

Okay, I see https://github.com/activemerchant/active_merchant/pull/2496 so a default is required. I guess was there any specific reason for NC vs another state?
