Left sidebar element padding is being applied inconsistently across browsers

Behavior

We're having a general issue with the sidebar that padding is being applied incorrectly. This lead to the abandonment of the attempt to put the scrollbar in the gutter between the sidebar and the page content, with the latest approach being completed in #662. Generally everything's ok, but there are still some cases where the padding is being applied in ways that are unexpected.

Screenshots of the unexpected behavior are:

(the sidebar footer should expand more to the right)

(the sidebar index has padding being applied to it that expands it out)

The above screenshots are from Safari on Mac, with certain versions of Brave also doing the same. In most cases this behavior is not observed, but it would be great to finalize the sidebar so it finally works across browsers.
