Regression after #1961 #1962

Can't reproduce now. So annoying. I was struggling for almost an hour working around this issue (I ended up backing out the latest commit on acton compiler)... the bug appeared after some changes on acton-yang & orchestron, but after I tried to reproduce, I just can't. Closing this now.
