ref: Merge test/common/utils and detray/utils to new library #812

Pool all test utils functionality in a single library that can be built independently from google test and the unit/integration tests. This way, client projects can use the test tools without building the above dependencies. Furthermore, the unit and integration tests can now be built separately from the benchmarks and tutorials

This depends on an MR that needs to be merged into the benchmark repo on gitlab first
