I added the following functionality:

Generate random Policy and PolicySet with rand(Policy, n)/rand(PolicySet, n)
Swap the model point table used by the Python implementation with a list of PolicySets (writing to CSV and then reading with pandas.read_csv).
Benchmarking the Julia and Python implementations on a model with 10k points, to see how implementations perform with a more representative workload.

Seems like actions are not setup to run on PRs from forks, could we change that @MatthewCaseres or should I use a branch on this repo instead?
