Clean up the make train script #84

There are some hacks in the make train script. Fix them.

[x] Move available_algorithms
[x] Fix available_metaestimators
[x] TSNE needs a .transform method (ended up switching to sklearn)
[x] Create proper scorers for all the quality measures
