Make this repo as IOTAPay Documentation #2

IOTAPay documentation here instead of deprecating it.

For documentation, some viable options:

  1. Gitbook
  2. Docsify
  3. Hexo with doc theme
  4. Docusaurus
  5. Hugo with documentation theme
  6. Couscous
  7. ReadTheDocs

For hosting can use github pages for now. Also can use Netlify if required.

We are going with Hexo with doc theme.
