Determine working Arduino TF Lite and Apollo3 library versions

As of late 2022, the Arduino TensorFlow Lite library is no longer available in Arduino IDE. Therefore it must be manually installed and managed.

I ran into many errors compiling with the head of main of the Arduino TFLite library here so I reverted to an older version (version unknown but linked below) of the library that is now compiling with some modifications and committed to this repo.

Specifically, I:

• downloaded library here: https://www.ardu-badge.com/Arduino_TensorFlowLite/zip
• fixed comparisons.h file according to this post: https://forum.sparkfun.com/viewtopic.php?t=55301
• added library.json file to lib/ folder: https://github.com/maxgerhardt/pio-nano33ble-microspeech-example/blob/master/lib/Arduino_TensorFlowLite/library.json (this is just for Platformio projects)
