Switch to text correction utils backend

This PR switches to the text-correction-utils package as backend. It achieves the following:

• more performance due to Rust implementation
• same models and functionalities (e.g. server, cli tool, ...) as current version
• full unicode support and handling
• Byte based models
• support for multilingual models in the future
