Chore: update stack.yaml to lts-16.14 #28

The beam package hasn’t released a new version since the end of 2019, so a relatively recent version from master needs to be used.

Other than that, no code changes were necessary.

Thanks! Is there any particular reason for updating, or just general maintenance?

Maintenance mostly. Also being closer to current versions, to make packaging easier/possible.
