Add preprocessing for hateXplain #65

As we discussed, I added a simple preprocessing function for hateXplain to the tuw-nlp library. This pull request is for using the function while reading the hateXplain dataset.

Please ignore my changes in the .gitignore file. I reverted them and hope it is ok now.
