One of Mountain Lion's features is called Gatekeeper - preventing unauthorized
software being installed. I was able to install Soundflower after going into
System Preferences > Security & Privacy and checking "Anywhere" under "Allow
applications downloaded from"

This is not a bug from Soundflower, but a feature in OS X Mountain Lion.

So I followed the directions and got the install package to run. The install
package runs and says installed successfully. However, the only icon I can
find is up at the top next to the date in the upper right hand corner of the
screen. When I click on it, it says "soundflower is not installed" Am I doing
something wrong? I tried with 1.6.4 and I attached a picture of what it says
to me.
