Use cmsis from tool package #649

Fix #639 nrfjprog file not file on windows.
Using CMSIS file from package tool 5.4 , implement part of #626

Note: this PR will probably failed with CI build since CMSIS 5.4 tools is not released with this BSP yet, once it is released via json index. It should be able to re-run the CI to pass.
