Update silabs driver URL (was 404) #746

Looks like they changed their web structure.

http://www.silabs.com/products/mcu/pages/usbtouartbridgevcpdrivers.aspx is now 404

PS: there is issue with ci regarding Tensor lite. It have no issue with this PR, will merge and fix the ci later.
