add support for IDE v2 debug with openocd + cmsis-dap probe such as pi debug probe.
jlink over openocd cfg is also added for reference. However due to IDEv2 issue that only pick up default build.openocdscript (and ignore menu selection value). User with jlink want to debug can either use debug_custom.json or change the to jlink_nrf52.cfg instead
