Add TCTR1000 Stemma optical reflective breakout #226

Tested on pyportal using pb-error-msgs branch on staging. Retested on Prod with v83 using other digitalIO "components" on a C3 qtpy (actually MakerGo SuperMini C3 :shrug:) tested 4 of the pins (D21,20,10,9).

Random playing: image image "Not found" is too long once it's not the selected button, struggling to think of a reflective antonym. Missing, Clear, Absent, Bare, Lost, Blank, Gone, Light/Dark, On/Off, Signal/None, Active/Inactive @brentru give it two seconds thought if you could

Needs "emitter" adding after LED, checked and it fits. imageimage

Note to self, add timing preference, more like push button component (what about pull up/down - no preference set currently, but push-button allows none/up/down choice), maybe retitle.

Happy enough for now. Gone with Signal and None, can be updated quickly enough
