Support UART Bus #128

We should have a protocol buffer message API for supporting a single UART bus.

Specifications:

Only 1x UART bus per board
Hardware UART is the default
- ESP8266 does not support hardware UART, we should assign two GPIO pins as hardware UART
The bus may be connected to different types of sensors (Air Quality UART sensor, GPS/GNSS UART module)

Required for https://github.com/adafruit/Wippersnapper_Protobuf/issues/119 and https://github.com/adafruit/Wippersnapper_Protobuf/issues/118
