Forks lose all their privileges and various operations fail on perms, see if this fixes it?

big thanks to @tyeth getting this docs generator working, having a single page to look up All The Things will be incredible during implementation going forward

@tyeth: in the future, when you work on GH:A stuff, use a local branch (vs your fork) if you don't mind, it loses all the permissions it needs for various things when the code comes from a fork

@brentru i requested a review from you because i threw away a lot of code here, pretty sure it's all for the old Python-based wipper client that has no chance of catching up, now.

in the future it might be nice to break this down into multiple jobs that can be run in parallel, or executed in isolation

@lorennorman yeah, we should probably have a multi-stage workflow that we can matrix for this repo
