This pull request contains protocol buffer messages for the first attempt at a WipperSnapper I2C workflow.

Adds i2c.proto
- I2CScan API (I2CScanRequest, I2CScanResponse)
- Dynamic Sensor Init/Deinit API - AHTInitRequest/AHTInitResponse to start with AHTX0 family of sensors
- Adafruit Universal Sensor API responses ported to Protobuf messages and enumerated types

Added API for SCD30, BH1750, DPS310, SHT4x. Noting that some of these sensors do not implement Adafruit_Sensor and sensorNameEvent was manually implemented to capture their expected data response value and type
