Update description of check for drivers list #160

We moved the drivers.rst file to the docs in the Bundle from the core. The description of the validator currently reads CircuitPython drivers page missing driver and could be clearer.

Do you know if that would support html? I was thinking of just having 'circuitpython drivers page' link to drivers.rst

@dherrada Even if you have it link, the description should be clearer. I don't know if it would support HTML.

@dherrada there are 2 places that currently use the validator functions and subsequently output this message:

Both are uploaded to S3. I suppose that circuitpython.org/contributing would render an HTML-formatted anchor. The daily reports are read by very few people, I assume, so it shouldn't be too "disruptive" to have the anchor element included.
